Comments on Diagnostic

All available public comments on the Zoning Diagnostic Report to-date have been collected and are available for viewing via the link below. The Diagnostic Report, as well as a summary of the comments received, will be the subject of discussion at the next City Council meeting on October 18th, prior to commencing the next phase of drafting the UDO.

Zoning Diagnostic Available

In preparation for the development of the new Unified Development Ordinance (UDO), a zoning diagnostic report was delivered to the City Council on September 6th, 2016. The city will be hosting a public meeting to discuss the recommendations of this report on Tuesday, September 27th, 2016 at 6:30 p.m. at City Hall, 474 Broadway in the upstairs Music Hall. What is the zoning diagnostic report? The zoning diagnostic report is a summary of the major issues identified by the public, city staff and consultant team which should be addressed in the future drafting of the new Unified Development Ordinance (UDO). The UDO, once drafted, will eventually replace the existing city zoning code, subdivision regulations and related development standards. Review and discussion of the report is considered the first step before the new codes can be written.

Does the zoning diagnostic report include suggested zoning language? No, the zoning diagnostic report identifies specific issues or problems which should be addressed, and then offers potential solutions to those items. It does not include or suggest specific code language. Specific code language will be developed later in the first drafts of the UDO.

How can I get involved? People who are interested in this important effort should review the zoning diagnostic report and may attend the public meeting on September 27th, or submit email comments to saratoga.udo@gmail.com. Comments are due by October 11th.

Next Steps

The zoning diagnostic report will be used as a checklist of issues to address and improvements to make in the zoning, subdivision regulations and related development standards that will be built into the new Unified Development Ordinance (UDO). Upcoming phases of this process are anticipated to include the following:

Draft Outline of the UDO:                A draft outline will be published which details the suggested organizational structure of the new UDO; chapters, sections and what topics will be covered in each.

50% Draft UDO Published:           A first draft of the new UDO will be published and made available for public review. This draft is anticipated to include most of the new ordinance language and structure, however may not include all graphics, illustrations and photos.

75% Draft UDO Published:           A second draft of the UDO will be published and made available for public review.

95% Draft Presentation:               A public meeting will be held to present the 95% draft UDO. This draft is anticipated to be almost complete, but will likely not include all final graphics, illustrations and photos.

Final Draft & Public Hearings:    Once the final draft of the UDO has been completed, the City Council and Planning Board will hold public hearings on the proposed ordinance before it can be formally adopted.

What is the Unified Development Ordinance (UDO)? The Unified Development Ordinance (UDO) combines traditional zoning and subdivision regulations, along with other development requirements for items such as design guidelines, stormwater management, signs and street standards into one, easy-to-read reference document. The UDO is intended to streamline the review and approval process and clarify all requirements with clear illustrations for ease of understanding by the public, city officials and applicants.
